Important in the programme is a Change Project, which the participants shall be able to implement in his/her home country. The participants will be provided support from mentors for their Change Projects. The support will be given throughout the programme. See below under Programme Structure!
The focus of the programme will be on electricity distribution, but areas related to transmission and national system planning and small scale generation will be presented.

The programme in Sweden will include the following main subjects:
- Basic overview of the energy field: Electricity distribution, International trends, Kyoto protocol, Privatisation and deregulation of electricity markets.
- Tools for follow-up: Life cycle analysis, Quality of supply, Risk analysis, Environment and socio economy in investment and maintenance.
- Technical solutions for existing and future systems: System balance, Cost efficient and robust systems, DSM and loss reduction, GIS, Metering solutions, Small scale local generation.
- Organisation of electricity distribution: Business planning, Strategic planning, Management, Local distribution utilities (like cooperatives), Marketing, Customer service, Maintenance.
- Businesslike conditions and market: Actors in the electricity markets, National system responsibility, Pricing, Financing incl. subsidies, Local isolated networks, Demand analysis and load forecasting models, Strategies for electrification, Customer service, Invoicing of customers.
- Participation processes: Models for stakeholder analysis, social marketing, gender planning.
- Strategic choice of development for an efficient and long term electricity supply: Methods and criteria for selection of projects, Strategies for rural electrification, Criteria for sustainable electricity supply, International financing and procurement rules, Consequence analysis for projects.
Mentor support to the Change Projects: Support in groups.
The regional seminar will have its focus on the Change Projects, but additional training can be provided within the above areas.
The detailed contents will depend on the needs and desires identified by the participants during the programme in Sweden.
